    The invention relates to a start controller of moving element. Wherein, it uses the image detected by camera unit, to detect the foot passengers and the two-wheel vehicle; the ACC system comprises: L/R (5) that using the scan of detecting beam (3) to detect the front vehicle and baffle, and receive the reflected beam to detect distance; and the HDRC (6) that imaging the front image; the L/R system (20) that contains L/R (5) is used to control the speed, control the brake and the start of vehicle; the HDRC (6) images the image before and after the front vehicle starts as the first image (M1) and second image (M2); the start control part (72) will judges that there is baffle between the front vehicle and said vehicle to restrain the start control signal, when the first and second images (M1, M2) are different.
