It is characterized in that: it comprises a solar energy collector (7), pump (2) driven by a wind mill, a cycle pump (5) driven by a motor (5), a heat exchanger (6), connection pipes and the cycle working substance to form a collection transformation system of solar energy and wind energy. Wherein, the cycle working substance via the pump driven by the wind mill or the cycle pump driven by the motor flows inside the system; the solar energy adsorbed by the solar energy collector and the heat energy transformed from the mechanical energy by the pump driven by the wind mill, and via the heat exchanger to output heat energy.
