    The method includes steps: first, base station obtains coincidence relation data transmission format of user device and factor for adjusting transmitting power of user device; base station monitors command of outer ring power control; if there is command for updating or adjusting target SNR; then the method updates or adjusts target SNR in use for controlling power in closed loop; receiving in real time indication of data transmission format sent from user device, base station determines whether change of data transmission format occurs; if yes, based on change of transmission format, the method determines adjustment value of target SNR, and carries out the adjustment; using adjusted target SNR as input parameter carries out power control in close loop, and sends power control command to user device.
