    The invention discloses non-triggering type access control list (ACL) application and method for synchronizing access control list rules. Thus, non-triggering type ACL application is able to respond to change of ACL rule in time. The synchronizing method includes following steps: (1) ACL application module and ACL rule module configure ACL application and ACL rule respectively, and record counterpart information interactively; (2) when changing ACL rule, ACL rule module informs the changed information to corresponding ACL application module, and the ACL application module responds to the change of ACL rule.
